The ability to understand and implement FEMA directives will be an important part of your duties as FEMA head. Vol. XXXVII Section 72, Par. 11c48 of the Federal Emergency Management Rules and Regulatory Guidelines (Appended Version 5698.38) states explicitly that:

"… when confronted with a situation which requires FEMA personnel to remove by method of pouring an undetermined amount of warm piss* from a boot, shoe or any other footwear or outer foot covering (as defined in Section C-511), it is strongly recommended that the heel (or heel-like portion) of such footwear be examined first in an effort to determine the extent of which instructions as to the safest and most feasible method of warm piss extraction exist."

* Average Mean Temperature within a range of 72-86 degrees Fahrenheit.
